English
This study proposes and validates Budget-at-Risk, a forward-looking metric quantifying a firm's emissions surplus or deficit against a sectoral carbon budget at a given confidence level. Using the FT's 'Europe's Climate Leaders' ranking as a case, it shows that weak data verification and overreliance on volatile metrics like emissions intensity can mask real emissions dynamics. Omitting cumulative emissions, sectoral decarbonization pathways, and orderly-scenario reduction requirements may yield misleading rankings.

日本のGX文脈において
SSBJ基準や有報での気候関連開示が進む日本では、企業評価・ランキング手法の妥当性検証は投資家対応や移行金融の判断材料として重要。第三者評価の限界を理解する上で示唆に富む。
In the global GX context
As ISSB/CSRD and transition-finance frameworks mature, this paper directly critiques how third-party transition rankings are constructed, offering regulators and standard-setters a methodology to stress-test disclosure-based assessments against sectoral carbon budgets.

📄 Abstract(原文)
As corporate climate commitments become increasingly widespread, the need for robust assessment methodologies to evaluate progress towards their achievement is imperative. However, the development of such methodologies requires careful consideration of several critical factors and potential pitfalls. We use Budget-at-Risk as a forward-looking transition assessment metric that quantifies a firm’s emissions surplus or deficit relative to a targeted sectoral budget at a specified confidence level. We evaluate Budget-at-Risk through a combination of conceptual and empirical validation analyses and compare the resulting assessments with the annual “Europe’s Climate Leaders” ranking published by the Financial Times. Taking “Europe’s Climate Leaders” ranking as an illustrative example, we show that inadequate data verification and an overreliance on volatile metrics such as emissions intensity may mask the real emissions dynamics of firms. Moreover, the exclusion of critical transition dimensions, including cumulative emissions, sector-specific decarbonisation pathways and the emissions reductions required under orderly climate scenarios, might produce misleading and controversial ranking outcomes. Our study is particularly relevant to policymakers and regulators, who develop transition assessment methodologies, as well as to stakeholders whose decisions rely on such ranking results.
