📄 Abstract(原文)

The article considers the urgent problem of forming a new paradigm of regional recovery in Ukraine, based on the global imperatives of sustainable development. In conditions of large-scale destruction of critical infrastructure and destabilization of social ecosystems, traditional methods of municipal management require transformation. The relevance of the topic is due to the need to implement ESG standards as a basic condition for territorial communities to access international capital and grant support. The purpose of the study is to theoretically substantiate and develop an applied toolkit for implementing ESG criteria into the anti-crisis management system of territorial communities, as well as to determine the role of scientific and educational support in ensuring their long-term sustainability. The study used a set of methods that ensure systematic analysis. The systematic approach allowed us to consider the community as a holistic ecosystem, where environmental, social and management factors are interdependent.Comparative analysis was used to adapt corporate ESG metrics to the specifics of the public sector. The logical generalization method allowed us to synthesize the concept of scientific and educational support according to the Triple Helix model, and the structural and functional analysis helped to identify key barriers to the implementation of innovations, in particular, staff shortages and legal uncertainty.Predictive modeling formed the basis for substantiating ESG as a predictive model of anti-crisis resilience. The main result of the study is the development of a model for the institutional integration of ESG standards into the management cycles of communities. It is proven that universities, acting as intellectual hubs, provide municipalities with an audit methodology and form human resources capable of working with non-financial reporting. A system of adapted KPIs covering energy efficiency, inclusiveness and transparency of governance is substantiated. It is established that the use of Data Science methods for monitoring the ESG profile allows automating data collection and increasing the accuracy of risk forecasting. It was found that digital accountability is a decisive factor in legitimizing recovery processes in the eyes of international donors. The practical significance of the article lies in the development of an algorithm for conducting an ESG audit as a mandatory stage in the formation of investment passports of territories. The formulated strategic recommendations allow local governments to modernize development programs, ensuring their compliance with the requirements of the World Bank and EBRD. The proposed model of interaction «university- community-business» creates an applied basis for attracting private investment and effective reintegration of human capital in the conditions of post-war regeneration of regions.
