📄 Abstract(原文)
In April 2026, the Canadian government announced creation of the Taxonomy and Transition Planning Council (TTPC), providing two years of funding to develop a sustainable finance taxonomy: essential<span> guidance for directing capital into projects, processes, and assets that are “green” or on the path to transitioning the economy away from greenhouse gas emissions. Given that Canada has lagged behind in developing these tools, there are important lessons to be learned from other jurisdictions that have already adopted taxonomies. The article examines three leading jurisdictions and offers insights into the benefits and risks of various paths to adoption. If the new TTPC is able to effectively “trip the light fantastic” and design a nimble, timely, and effective taxonomy, it will support investors and lenders in their evaluation of climate-related risks and opportunities; help direct capital to investments that meaningfully finance sustainable activities; and support transition of the Canadian economy to one with net zero emissions across the value chain, create circular economic activity, and protect biodiversity. Key to an effective taxonomy designating eligible activities for green and transition finance are six core principles: make clear science-based decisions, do no significant harm to environmental objectives, enshrine minimum social safeguards, build inclusive consultation and decision-making processes, draw on Indigenous knowledge and science, and ensure interoperability with international sustainable finance taxonomies.</span> <p><i><span></span></i></p>
