English
CSRD simplification exempts 80% of EU firms from detailed ESG reporting, cutting disclosure granularity by 60%. This mixed-methods study finds recipient specificity of €100bn+ annual ESG donations drops 45–65%, raising money-laundering and fund-diversion risk in emerging markets. It is the first systematic link between ESG regulatory simplification and financial-crime vulnerability, proposing minimum ESRS recipient-disclosure thresholds and an ESMA–FATF coordination framework.

📝 gxceed 編集解説 — Why this matters
日本のGX文脈において
SSBJ基準・有報開示の簡素化論議が進む日本にとって、開示簡素化が資金ガバナンスとAMLリスクを高めるという警告は、制度設計のバランスを考える上で直接的な示唆を持つ。
In the global GX context
As CSRD undergoes its 'omnibus' simplification, this paper reframes disclosure relief as a governance and AML risk trade-off — directly relevant to ISSB/CSRD debates on proportionality versus transparency, and to FATF-aligned ESG fund oversight.

📄 Abstract(原文)

The Corporate Sustainability Reporting Directive (CSRD) simplification exempts 80% of EU companies from detailed ESG reporting and reduces disclosure granularity by 60%, designed to ease the SME compliance burden. This research identifies an unintended consequence: reduced transparency in how €100+ billion in annual corporate ESG donations flow to emerging market intermediaries, creating governance vulnerability to money laundering and fund diversion.

This mixed-methods study combines: (1) quantitative analysis of 200-300 EU companies' ESG disclosures (pre/post CSRD simplification) to measure "recipient specificity decline," and (2) qualitative interviews with 150+ stakeholders (corporate ESG officers, investors, NGO leaders, AML professionals, regulators) to assess financial crime risk perception and regulatory coordination gaps. Preliminary findings reveal: simplified-disclosure companies show a 45- 65% reduction in ESG fund recipient specificity; AML professionals perceive a 30- 40% higher risk from simplified ESG flows to emerging markets; and ESG regulators and AML authorities lack formal coordination mechanisms.

This is the first systematic study connecting ESG regulatory simplification to financial crime vulnerability. Policy implications include: (1) ESRS standard modifications requiring minimum ESG recipient disclosure thresholds; (2) ESMA-FATF coordination framework for ESG fund governance; (3) emerging market NGO accountability standards for ESG funding.
