This paper reviews the architecture of sustainability governance instruments in Australian agriculture through documentary analysis. It identifies four layers: national frameworks, commodity frameworks, regulatory/assurance systems, and data/traceability mechanisms, finding alignment on environmental stewardship, animal welfare, social responsibility, and economic resilience but variation in indicator specificity and assurance maturity. Emerging climate disclosure, nature-positive, and digital traceability expectations will increase demand for consistent, verifiable farm and supply chain data. The authors recommend interoperability, proportionality for SMEs, clearer practice-outcome links, and stronger social/cultural/governance integration.

In the global GX context
As global disclosure regimes (ISSB, CSRD, TCFD) extend into agricultural supply chains, this paper maps how a major agricultural exporter builds layered sustainability governance and assurance. It contributes to disclosure scholarship by showing how national, commodity, and assurance frameworks interact, and highlights interoperability and proportionality challenges relevant to Scope 3 and nature-related disclosure debates worldwide.

📄 Abstract(原文)
Australian agriculture increasingly needs to demonstrate sustainability performance to governments, consumers, export markets, investors, and downstream food businesses. The sector has responded through various sustainability governance instruments. This paper reviews the architecture of sustainability governance instruments in Australian agriculture. The review used documentary analysis of national, commodity, and cross-cutting frameworks. The analysis identifies four layers: (i) national overarching frameworks for common language and disclosure expectations; (ii) commodity frameworks that translate sustainability into sector-relevant themes, indicators and reporting cycles; (iii) regulatory and assurance systems that operationalise claims through compliance, certification, traceability and market access; and (iv) data, traceability and disclosure mechanisms. The review finds that Australian frameworks are aligned around environmental stewardship, animal welfare, social responsibility, and economic resilience, but vary in indicator specificity, reporting arrangements, assurance mechanisms, implementation maturity, and administrative requirements. Emerging climate disclosure, nature positive and digital traceability expectations are likely to increase demand for consistent, verifiable farm and supply chain data. We argue that the framework development should prioritise interoperability, proportionality for small and medium farms, clearer links between farm practice and outcome indicators, and stronger integration of social, cultural and governance dimensions. These improvements would support coherent sustainability evidence, credible market claims, and policy alignment.
