本稿はトランジション・ファイナンスを促進するための政策設計を論じる。脱炭素移行に必要な資金を調達する上で、規制・インセンティブ・開示制度が果たす役割を検討する。日本を含む各国の移行金融政策の枠組みづくりに示唆を与える内容とみられる。

This paper examines the policy frameworks that enable transition finance. It discusses how regulation, incentives, and disclosure regimes mobilize capital for decarbonization. It offers implications for designing transition-finance policy in Japan and globally.
